STUBBED-IN UTILITIES means-- usually-- plumbing i.e. gas, drain, waste and vent (DWV) and water supply, brought to the point of a rough inspection whereby walls can be closed up and the owner, tenant or buyer need only connect appliances and fixtures to make for a functional installation, at which point a final inspection can be performed and a Certificate of Occupancy issued
